In France, blending white and red wines that have finished fermentation to make a rosé is prohibited, with an important exception: Champagne. In the Champagne region of France, a common way of making rosé Champagne is by blending a small amount of still red wine (Pinot Noir or Pinot Meunier) with the still white (Chardonnay) base wine before bottling the wine for the second fermentation (which creates bubbles).
